Airport Terminal Instructions COUNTER: Budget is located in the Rental Car Center. The Rental Car Center is now a part of the CVG Terminal - no need to get on a shuttle. Rental car pick up or drop off will take place in the new consolidated and connected Rental Car Center. If flying: Budget cars will now be accessible by walking from baggage claim - no shuttles needed. Follow Terminal signage to Ground Transport West to the Rental Car Center inside the Terminal. CARS: Vehicles are located at the Car Rental Center on airport property near the terminal. RETURNS: Follow signs for car rental returns. The return lot is available for early returns starting at 3:00 am Monday-Friday and 4:00 am on Saturday/Sunday.
