Airport Terminal Instructions Cross Border Xpress is an airport terminal in San Diego, California that is connected to the airport in Tijuana, Mexico by a skywalk bridge. Airline passengers arriving at or departing from the Tijuana Intl Airport can use the skywalk bridge to cross the border. AIRLINE PASSENGERS After crossing the skywalk bridge to the U.S. side, proceed to the Avis counter in the Arrival Terminal. Rental cars are parked outside the Arrival Terminal. WALK-UP RENTERS The Cross Border Xpress terminal is located on Otay Pacific Dr which is south of Siempre Viva Rd between Brittania Blvd & La Media Rd. Proceed inside the Arrival Terminal to locate the Avis counter. Rental cars are parked outside the Arrival Terminal.
